Background

Around 2010, advanced countries including the US and EU recognized the high social and economic value of public information, and competitively promoted the Government 2.0 movement and various policies of opening, sharing, participation, and utilization. In 2010, when the concept of Government 2.0 was still unfamiliar to the majority of the citizens, by proposing Open City Administration 2.0 of ‘Communication, Cooperation, and Participation’, the Seoul Metropolitan Government has established a framework for the provision of administrative information through the Seoul Information and Communication Plaza and free citizen participation in policies.

The Seoul Metropolitan Government transparently discloses administrative information, except for non-public matters stipulated by laws and regulations. Through this, citizens' right to know is guaranteed and administrative transparency and accountability are secured. In addition, through the Information Communication Plaza, various administrative information of Seoul is collected and returned to the citizens.
