How to share with just friends.

Thank you very much. I am deeply honored to receive the Gothenburg Award for Sustainable Development. I am terribly sorry that I could not be in Gothenburg to receive this award in person, and I sincerely apologize to all of the participants.

November 1st marked the 5th year since I was sworn in as Mayor of Seoul. So I feel as if this award is a special present for me as Icelebrate 5 years as mayor. It also was a chance for me to look back on my long journey as a civic activist-turned-mayor and my strong commitment to make Seoul a new and better city.

I was elected with the pledge of providing eco-friendly and free-of-charge lunches in schools. This was the first policy that I signed after being inaugurated. Since then, I have pursued free childcare, free college tuition, youth allowance, and many other initiatives so that Korea can become a country that provides universal healthcare and that respects the rights of laborers.

Of course, not all of the initiatives that I have pursued were successful.

Some were not carried out due to opposition from the central government, and some due to lack of consensus in society. But I believe that direction is more important than speed. I believe that going together is more important than going alone. I believe in the power of collective wisdom. Thus I have opened up the city administration to the citizens, and I am sharing the process of policymaking with the citizens and communicating with them constantly.

The Sharing City Seoul initiative was also pursued with a similar process.

I asked, and the citizens answered. We were in communication with each other, and we were experiencing innovation and change together.

What is sharing city? Why is sharing city necessary?

Through numerous discussions, we were reminded of the fact that cities are originally the platform for sharing and that our culture used to have a tradition of sharing. And we came to the conclusion that sharing could be the key to solving many of the problems in our city.

Nowadays, many citizens are deliberating about what they can share and how they can share it. They are conducting various experiments with sharing.

I believe that Gothenburg has given me this award, not because of the success of Seoul, but because of the challenge of Seoul. Sharing City Seoul is not yet complete. It has only just begun. Even now, Sharing City Seoul continues to evolve.

For example, there were some difficulties regarding Uber. There still is a lack of awareness and understanding about sharing. And sharing economy still is a non-mainstream concept. But what we see now is not everything.

What we cannot see is more important. Our challenges and accumulated experiences will create new opportunities and possibilities that will go beyond our expectations. This year’s Davos Forum predicted that the era of sharing economy would begin in 2025. Indeed, the 4th Industrial Revolution wil laccelerate sharing economy. Sharing economy may have remained in online space before, but it will move towards online and offline converged space soon, and will eventually spread to all aspects of our lives. Sharing economy is providing new economic opportunities to the citizens. Sharing city is about returning the rights to the city back to the citizens.

So it is about the citizens becoming the rightful owners of the city and the economy. Of course, the way to doing that should be sustainable. So in a sustainable way, we are dreaming of a city for all, and an economy for all.

But to make all of this possible, something is required. And that is, Res Publica. The spirit of the republic. A republic is the peak of sharing. The ideal of a republic is to create a nation where all people, not just one person or a few people, can call their own. Sovereignty of a nation lies in the hands of all of the people, not just one person.

Currently, the Republic of Korea is standing in front of a juncture – we will either move forward as a democratic republic, or we will move backward.

The citizens are lighting their candles to represent their commitment to overcome this age of darkness. They are protesting and rallying and marching. We are deep into the night, but this means we are also close to dawn.

We have a dream. It is not a pipe dream. The awareness of the citizens and the action of the citizens are what will make the dream come true. The answer lies in the citizens. I may be receiving this award, as Mayor of Seoul. But the win goes to the 10 million citizens of Seoul. I believe in the power of the citizens, and I promise to continue to stand by the citizens.

Sharing City Seoul starts in earnest today. I will continue to communicate and interact with the citizens of Seoul, and furthermore, the citizens of the world. Together with the citizens of the world, I will continue to develop sharing in Seoul. All of the processes and all of the results will be shared with cities around the world.

Last but not least, I would like to express my sincere appreciation to the organizers of the Gothenburg Award for Sustainable Development for their time and effort and cooperation.

信息交流广场上分类提供首尔市生成的多种审批文件,特别是除首尔市市厅和事业单位以外25个自治区和投资机关的审批文件也可一并查阅, 可以详细查看所需信息。而且在“会议信息”一栏中可看到在首尔市举办的会议从计划阶段到会议结果都可以查看, 政务运营主要核心项目工程及投入100亿韩元以上预算的大规模工程的信息在“首尔政策”中可查阅。 首尔市最近的各种建筑工程的现况信息和相关审批文件都可供查阅,因此十分有用。


信息交流广场不仅公开审批文件, 也会收集I并公开政策研究资料,预算说明, 统计数据等多种系统生成的文件。提前信息公布时市民提出要求前提前进行公开的行政信息服务提供353项信息,政策研究资料是将搁置的大量政策资料和研究资料收集提供服务的综合性窗口。


市民参与信息是提供市民关心度较高的与日常生活密切相关的信息, 提供市民可参与可利用的服务。首尔市120电话服务中心经常收到的问题并透明公开居民参与工程计划和开展过程, 并提供策展热点事项的“查看热点”和通俗易懂地进行加工的“市民关注信息”等。




当首尔市市民对所查看的信息交流广场上的行政信息有疑问时, 可通过“咨询”或“留言”上提问, 相连的电子信访门户网站“答疑站”会立即回应。
